Samantha Cooley – Public Safety Professional, MOAB & De-Escalation Instructor, HSI CPR/First Aid/AED Instructor, Workplace Violence & Active Threat Instructor, CCW Instructor, Personal Safety Instructor, Domestic Violence Advocate, Certified Security Officer (Oregon)

 

Samantha Cooley is a former corrections officer and deputy sheriff with over two decades of experience in public safety, law enforcement, security, and investigations. She is a certified instructor in de-escalation & MOAB (Management of Aggressive Behavior), CPR, First Aid, Active Threat Response, Domestic Violence Advocacy, Women’s Personal Safety Training, and Concealed Carry Weapons (CCW) Firearms Training. She is also a certified security officer and former executive security manager in the state of Oregon, bringing extensive expertise in threat assessment, risk mitigation, and security operations to her role.

 

As an instructor, Mrs. Cooley specializes in domestic abuse awareness and investigations, crisis intervention, and workplace violence prevention, CPR First Aid & AED (HSI) making her a respected leader in personal and organizational safety training.

 

Mrs. Cooley is deeply passionate about intimate terrorism education and awareness. With a background as a domestic violence advocate and public information manager for a domestic violence nonprofit, she brings both professional expertise and personal insight into the complexities of this issue. As an intimate terrorism survivor, Samantha understands firsthand that coercive control, psychological abuse, and physical violence do not discriminate—they impact individuals regardless of social status, profession, or economic background. Through her training, she is dedicated to shattering misconceptions, educating professionals and community members, and equipping survivors with the knowledge and tools needed to break the cycle of abuse.

 

 

Paul Cooley – Senior Police Officer, Domestic Violence Expert, Reality-Based Training Instructor

 

Paul Cooley is a seasoned law enforcement professional with extensive experience in scenario-based training, high-risk incident response, and threat assessment. As a Field Training Officer (FTO), Reality-Based Training (RBT) Instructor, and domestic violence expert witness, Paul provides practical, high-impact instruction that prepares individuals and organizations to confidently respond to real-world emergencies.

 

Paul is also deeply committed to intimate terrorism awareness, victim advocacy, and survivor education. His experience investigating domestic violence cases, working directly with survivors, and training professionals has given him a profound understanding of the complexities surrounding intimate terrorism. He is passionate about equipping law enforcement, professionals, and community members with the skills to recognize warning signs, intervene safely, and support survivors in navigating the legal and recovery process. Through his instruction, Paul fosters a deeper awareness of coercive control, psychological abuse, and the societal impact of intimate terrorism, ensuring that those he trains are better prepared to protect and empower survivors.

 

 

Angela Branford – Florida Consultant & Instructor

 

Angela Branford is a former deputy sheriff, hostage negotiator, and investigator with an extensive background in crisis intervention, high-risk investigations, and conflict resolution. She has worked on complex cases involving human trafficking and abuse investigations, giving her a deep understanding of criminal behavior, victim advocacy, and violence prevention.

 

As an instructor with EMPOWER, Angela shares her real-world expertise to help individuals and organizations develop life-saving skills, improve situational awareness, and effectively respond to crisis situations.

 

Her areas of expertise include:

 De-escalation Techniques – Managing tense or aggressive encounters safely and effectively.

 Women’s Self-Defense & Personal Safety – Teaching practical, effective self-protection skills.

 Intimate Terrorism Awareness (Domestic Violence Education) – Educating participants on recognizing, preventing, and responding to domestic violence situations.

 

Angela’s dynamic and engaging instruction ensures that professionals, survivors, and community members gain the confidence, awareness, and preparedness needed to navigate real-world challenges. She is available for training throughout Florida, the U.S., and internationally, providing high-impact instruction tailored to a wide range of industries and individuals.

 

 

Rebecca Wallis – Digital Media & Content Development

 

Rebecca Wallis, A Marine Corps Veteran, she manages digital content creation, graphic design, and multimedia production. Rebecca's expertise ensures that training materials, videos, and digital resources are professionally designed, engaging, and accessible—enhancing the effectiveness of our educational programs. By integrating high-quality visuals and multimedia elements, Rebecca helps to bridge the gap between expert instruction and dynamic learning experiences.

Kevin Miller – Washington - Security Consultant & National Mental Health First Aid Instructor

 

Kevin Miller is a certified security professional with over two decades of experience in the private security industry. His expertise spans frontline security operations, security team leadership, and security management, providing him with a well-rounded understanding of risk mitigation and organizational security needs.

 

In addition to his security expertise, Kevin is a National Mental Health First Aid (MHFA) Instructor, specializing in training security professionals on effectively handling individuals experiencing severe mental health crises. His knowledge in mental health crisis intervention, de-escalation techniques, and public safety response enhances his ability to provide strategic security consulting that prioritizes both safety and compassionate engagement.

 

Kevin currently offers security consulting services in Washington, assisting clients with security planning, risk assessments, and best practices for physical security operations.
